When I had first become a mod trial I had asked Shadows "what the basket was". After playing around in the admin panel I now know.

The basket is essentially an area of the forum that works a lot like a storage area. You put topics and such in here to evaluate, review or delete.
So when you click that "send to the basket" button on your mod panel, it'll go here.
